Westlake police are holding seven Latino men and two women for the Immigration and Customs Enforcement Agency.
The group was traveling east on Interstate 90 at 11 a.m. today when a patrolman pulled their van over for tailgating and making an improper lane change, Capt. Guy Turner said.
The driver, Miguel Villareal-Diaz, 25, speaks English. The others do not, police said.
Villareal-Diaz said he had picked up five of his passengers in Oklahoma. He declined to answer other questions.
ICE agents will take the group into custody this afternoon, Turner said.
