WASHINGTON — Former Secretary of State Colin Powell says illegal immigrants do essential work in the U.S. and that he has firsthand knowledge of that — because they fix his house.

A moderate Republican, Powell urged his party on Sunday to support immigration generally because those who come from abroad are, in his words, "what's keeping this country's lifeblood moving forward."

Powell said a path to legal status should be offered to illegal immigrants because they do work that needs to get done.

At his own house, he said on NBC's "Meet the Press," illegal immigrants are always around when he needs work done.

He did not specify whether he hired them directly or they showed up with contractors.

LOS ANGELES—David Cho, an honor student and leader of the UCLA marching band, plans to join the U.S. Air Force after he graduates in the spring—if Congress lets him.

Mr. Cho is among the potential beneficiaries of the Development, Relief and Education for Alien Minors bill—informally known as the Dream Act—that would give some illegal immigrants a shot at becoming U.S. citizens.

The bill would grant six years of legal residency to high-school graduates who have lived in the U.S. continuously for five years and arrived by the age of 15. They would become eligible for citizenship if they attend college or serve in the military for two years during the legal residency period.

Senate Majority Leader Harry Reid (D., Nev.) said this week that he planned to attach the Dream Act to the defense-authorization bill next week.

To supporters, the Dream Act would encourage young people to join the military and attend college, two laudable goals.

To opponents, the bill is tantamount to an amnesty program for children whose parents broke U.S. immigration laws.

Sen. Jeff Sessions (R., Ala.) believes passage of the Dream Act would entice more people to sneak into the U.S. "When you take a policy that says you are going to reward people who have entered our country illegally with a guaranteed pathway to citizenship, and with billions of dollars in financial aid or benefits they would not otherwise be entitled to, what message are we sending?" Napolitano to Disillusioned Latinos: 'Your Voice is Your Vote, Man'

ABC News' Devin Dwyer reports: Homeland Security Secretary Janet Napolitano told a group of Latino leaders from across the U.S. today that responsibility for inaction on a comprehensive immigration reform bill falls squarely on Republicans and that the Latino community must turn out in November to vote their displeasure.

“Your voice is your vote, man,” Napolitano said at a Congressional Hispanic Caucus Institute event. “Your vote is the currency this town lives on.”

Obama’s Backdoor Amnesty

The Obama administration has begun implementing a backdoor amnesty through selective enforcement of U.S. immigration law.

A leaked internal memorandum from U.S. Citizenship and Immigration Services (CIS) -- part of the Department of Homeland Security (DHS) -- entitled “Administrative Alternatives to Comprehensive Immigration Reform” revealed a series of “deferred action” plans to sidestep legislative requirements.

Rep. Gus Bilirakis (R-Fla.), ranking Republican on House Homeland Security Committee’s oversight subcommittee, spoke with HUMAN EVENTS about these recent actions -- or orders for inaction.

“It’s a separation of powers issue,” Bilirakis told HUMAN EVENTS in an exclusive interview. “I think they feel that they don’t have the votes in both chambers to pass amnesty. This should go through the legislative process.”...

ICE Proposes New Policy That Would Let Illegal Immigrants Go Free

Illegal immigrants who get pulled over by police for traffic-related offenses will be set free if a proposed change in Immigration and Customs Enforcement policy is approved.

No-Pants Rapist Identified, Hunted: Police

Police say they know the identity of the man who choked and raped a 22-year-old woman near a Center City bus stop Sunday and ran away, leaving his pants behind.

A local and federal manhunt is on for Alberto Isaac Navarrete Suarez -- wanted for rape and attempted murder, police say.

Suarez, who ran away from the crime scene in his underwear, left a pair of pants with a fake ID in the pocket. Though the Mexican ID had a different name and finger print identification, police were able to identify Suarez’ true identity by leads that came from the finger print belonging to a man deported several years ago, according to officials.

Philadelphia Police and the FBI have issued local and federal arrest warrants for Suarez...

Rise in public benefits to children of illegal immigrants in L.A. County has supervisor 'very concerned'

Welfare payments to children of illegal immigrants in Los Angeles County increased in July to $52 million, prompting renewed calls from one county supervisor to rein in public benefits to such families.

The payments, made to illegal immigrants for their U.S. citizen children, included $30 million in food stamps and $22 million from the CalWORKS welfare program, according to Los Angeles County figures released Friday by Supervisor Michael D. Antonovich.

The new figure represents an increase of $3.7 million from July 2009 and makes up 23% of all county welfare and food stamp assistance, according to county records.

Last year, welfare and food stamp issuances totaled nearly $570 million, an amount projected to exceed $600 million this year. In addition, county taxpayers spend $550 million in public safety -- mostly for jail costs -- and nearly $500 million for healthcare for illegal immigrants, Antonovich said.

“The supervisor is very concerned,” said Antonovich spokesman Tony Bell. “He believes we have an economic catastrophe on our hands.”...

Obama’s Immigration Get out of Court Free Card

There is an important column on immigration today in The Washington Times Commentary section by Mark Metcalf, a former Justice Department colleague and good friend of mine. I previously reported for The Foundry on his testimony in June about our broken immigration court system before the House Judiciary Committee’s Subcommittee on Immigration, Citizenship, Refugees, Border Security, and International Law. Metcalf is a former immigration judge who writes about the disdain the Obama administration has shown toward the rule of law with its wholesale dismissal of thousands of cases against illegal aliens. It is also ignoring the more than 600,000 outstanding deportation orders already issued by immigration courts (unless a particular alien has a criminal record).

This will, Metcalf points out, “assure that more illegal immigration will follow — with illegal [alien]s confident that the administration, which refused to secure this nation’s borders, will not remove those who enter and remain illegally.”...

Pr. William chief questions federal immigration policy

Prince William County Police Chief Charlie T. Deane has sent a letter to the Department of Homeland Security questioning a policy that allows illegal immigrants waiting for deportation proceedings to get a permit to work.

The Aug. 30 letter sent to John T. Morton, assistant secretary of homeland security, was sparked by a recent drunk-driving accident in which a Bolivian man, Carlos A Martinelly-Montano, crashed into another vehicle, killing one nun and injuring two others. Martinelly-Montano, who entered the United States illegally when he was 8, was awaiting a deportation hearing after two convictions for drunken driving...

U.S. shifts approach to deporting illegal immigrants

The Obama administration is changing the federal immigration enforcement strategy in ways that reduce the threat of deportation for millions of illegal immigrants, even as states such as Arizona, Colorado, Virginia, Ohio and Texas are pushing to accelerate deportations.

The changes focus enforcement on immigrants who have committed serious crimes, an effort to unclog immigration courts and detention centers. A record backlog of deportation cases has forced immigrants to wait an average 459 days for their hearings, according to an Aug. 12 report by Syracuse University's Transactional Records Access Clearinghouse (TRAC), which analyzes government data...

Ten illegal immigrants caught after van stopped (Milan, Ohio - September 10, 2010)

MILAN — Four illegal immigrants ran from a van that was pulled over during a routine traffic stop on the Ohio Turnpike Wednesday, according to the U.S. Border Patrol. Six others were taken into custody as they stayed by the van. All the men, one from Guatemala, one from El Salvador and the rest from Mexico, were all in custody as of 5:30 a.m. yesterday, according to the Border Patrol.

Supervisory Border Patrol Agent Andy Patterson said agents from the Sandusky Bay Station in a marked border patrol vehicle on the Ohio Turnpike reported a minivan with California plates and 10 people inside driving suspiciously around 11:45 a.m. Wednesday. The agents said the people inside the van were visibly avoiding eye contact and slowing down to avoid the patrol vehicle.

“At one point, he (the driver of the van) was doing 35 mph on the Turnpike,” Patterson said. “Two and two just wasn’t adding up to four.”

As agents pulled over the minivan near US 250 the driver and three of the passengers fled from the vehicle, running south through a cornfield. Six of the passengers stayed with the van and were arrested by agents...

President Obama, You're Not Fooling All of Us On Immigration

President Obama thinks that by recently signing a new bill spending $600 million to beef up border enforcement he will look tough on illegal aliens. But decisions such as today?s lawsuit by the Justice Department against Maricopa County Sheriff Joe Arpaio to stop his policies regarding illegal aliens shows where the administration?s policies are really headed.

The bill Obama signed, which authorizes the hiring 1,500 new border personnel, the deployment of a pair of unmanned reconnaissance drones, and replacing some bases along the border is valuable, but it hardly undoes what the president has done up to this point. With a recent Rasmussen poll showing that 68 percent of U.S. voters support a plan to continue building a fence on the Mexican border, Obama's change strikes one as a temporary smoke screen.

Up until now the president has worked to cut the number of border agents. 384 border agents were cut last October 1st and in the 2011 fiscal year budget Obama proposed cutting another 180 agents through attrition.

But it isn't just his record of previously reducing the number of border agents. Obama has strongly opposed the use of fences, whether real ones or virtual ones. In March, he halted funding for the physical fence. Spending on "Total, CBP/Border Security Fencing, Infrastructure, and Technology" (which included the virtual fence) has fallen from $1.05 billion in 2008 at the end of the Bush administration to $800 million in 2010 to $574 million in the coming 2011 budget. That is a $479 million annual cut, something that isn't going to be made up with a pair of unmanned drones.

Unfortunately, Obama appears to wish for continued illegal immigration as his administration has actively tried to stop states from helping enforce current federal laws...
