LAS VEGAS (AP) — Thousands of Nevada immigrants showed up at Department of Motor Vehicle offices Thursday to obtain driver authorization cards under a new law that made the state the 11th nationally to offer driving privileges to people in the country illegally.

In Las Vegas, long lines began forming before the doors opened at 8 a.m. By noon, wait times at the city’s two busiest offices were two hours or longer.

But the mood was more jovial than other agonizingly long DMV waits given the excitement on the part of immigrants who are now able legally drive to work.

Fausto Garcia, 51, was among those at the DMV office in North Las Vegas. Garcia, who is from Mexico, said he wanted to get a card as soon as possible. He’s been living in Las Vegas for eight years, and driving illegally to his job as a dishwasher.

1 in 4 children born in Nevada to non-citizen moms

RENO, Nev. (AP) - A new report says mothers who were not U.S. citizens accounted for roughly a quarter of all births in Nevada in 2008.

According to the Reno Gazette-Journal, the report by the Census Bureau's American Community Survey says the number of births in Nevada to non-citizens ranked second highest in the nation behind California. The report did not distinguish whether the women were legal or illegal immigrants.

Health officials say non-citizens are less likely to have health insurance, and put a financial strain on hospitals...

REPEAT OFFENDER: Technology ties violent deportee to two deaths
Police arrest man in 1998 slayings of elderly residents

Gustavo Ramos-Martinez is an illegal immigrant with a history of violent crime.

For years, he sneaked in and out of the country, visiting family in Las Vegas even though he was caught and deported to Mexico multiple times.

During much of that time, Las Vegas police were trying to find the killer of Wallace Siegel, 75, and Helen Sabraw, 86, who were brutally slain in May 1998 in their homes at the AmeriPark retirement community.

Although Ramos-Martinez eluded federal immigration authorities, he wasn't able to escape modern forensic technology.

On Wednesday, Las Vegas police arrested Ramos-Martinez, 31, in connection with the slayings. New tests revealed that his DNA was at both murder scenes...

The Cost of Educating Limited English Proficient Students in Nevada Soars to $730 Million Annually

Limited English Enrollment has Grown 15-Fold Since 1988, Finds New Report from FAIR

WASHINGTON, Sept. 2 /PRNewswire-USNewswire/ -- While Nevada's struggling public schools face additional crippling budget cuts, the state now spends more than $730 million a year on education for Limited English Proficient (LEP) students, finds a new study by the Federation for American Immigration Reform (FAIR). According to the report, English Learners and Immigration: A Case Study of Clark and Washoe Counties, Nevada, as of the 2008-2009 school year, 78,732 Nevada public school children were classified as LEP, constituting 18 percent of enrollment in the state. This is 15 times the number of LEP students who were enrolled in Nevada public schools in the 1988-1989 school year, when only 5,173 LEP students were reported. Nevada now ranks 4th in the nation in the percentage of LEP students in its educational system.

According to the report, Nevada schools spend an average of $9,273 a year to educate each LEP student, compared with $7,133 – 30 percent more than the per pupil cost for students who are fluent in English. The bulk of the costs are absorbed by the taxpayers of Clark and Washoe Counties, where 94 percent of Nevada's LEP students attend school.

In addition to the direct costs to taxpayers, Nevada children face a loss of educational resources as the state copes with a rapidly increasing population of non-English-speakers. Unlike most states, Nevada does not allocate funds specifically earmarked for LEP education. Thus, the additional costs for LEP students come out of the general education budget.

"Nevada provides a case study of the real world consequences of policies that ignore the impact of mass immigration on American society," noted Dan Stein, president of FAIR. "Excessive immigration has a profound effect on almost every aspect of life in America. In places like Nevada, the influx of new immigrants – both legal and illegal – is exceeding the ability of the public school system to cope with the ever growing number of LEP students, while still meeting their obligations to provide quality education to all its children.

"The overburdening of public schools in Nevada and other states absorbing large numbers of new immigrants demonstrates the need to rethink our immigration policies," said Stein. "Overall levels of immigration must be reduced and both federal and local governments must make serious efforts to discourage illegal immigration."...

Nevada Can't Ignore Illegal Immigrant Problem

Tales of human heartbreak spilled out into the hallways like the crowd at the Reno City Hall this past Saturday. The same was true in Las Vegas when state lawmakers held town hall meetings on the troubled state of the Nevada budget.

But along with the tearful pleas for budgetary clemency from those representing the disabled, elderly, mentally ill and classroom teachers, some unexpected voices were heard from a couple of state welfare workers concerned that illegal residents were getting more than their fair share of the state's human services pie.

Temporary Assistance for Needy Families (TANF) was created so that needy persons could get temporary welfare checks to support their families in times of turmoil. The “fairness issue” raised by the state workers is that illegal immigrants are faring better than U.S. citizens these days in the growing welfare lines...
