Javier Cortes-Vera, who currently lives in Plainfield, was charged Tuesday with three counts each of aggravated sexual assault and sexual assault, and two counts of endangering the welfare of a child. He is being held at the Morris County jail.

Houston Mayor: Failed Immigration Policy Is Responsible For Teen’s Murder

Houston Mayor Annise Parker blames failed federal immigration policy for the shooting death Aug. 7 of 14-year-old Shatavia Anderson. The girl was walking home alone from a party around midnight, when she was allegedly confronted, then shot in the back, just 100 yards from her home.

Two suspects have been arrested in the case. The alleged gunman is Melvin Alvarado, 22, a Honduran national. He was twice convicted of drunk driving in Houston, served time in Harris County Jail, and was twice deported–in April 2008 and again in May 2009–only to return to Houston.

“We have to figure out a way to secure our borders,” said Mayor Parker, in an interview with Forbes. “The problem is not illegal immigration. The problem is not being able to figure out when we catch somebody whether they’re here illegally. The problem is that when someone has broken a U.S. law and they’re in the system, we ought to have secure borders so we can keep them out. That is a federal responsibility at which they have failed miserably.”...

Boone, Kenton back Arizona immigration law

From Enquirer reporter Mark Hansel:

Two Northern Kentucky fiscal courts took different paths to reach a similar conclusion on a controversial issue Tuesday.

Kenton County Fiscal Court endorsed the Arizona immigration law by a 3-1 vote at its meeting Tuesday morning; later in the evening, Boone County Fiscal Court offered its support by the same margin.

The law, known as Senate Bill 1070, recently went into effect in Arizona after some of the more controversial provisions were blocked by a federal judge.

In Kenton County, the resolution passed with little discussion or public input.

In Boone County, however, the debate lasted more than an hour and attracted an audience of about 70 people, many of whom weighed in on the resolution.

Speakers included Jerome Bowles of the Northern Kentucky branch of the NAACP and Juan Pena of the Kentucky Commission on Human Rights, who spoke out against the resolution.

“I know this is a resolution not a law or an ordinance, but it sends a strong message across the county, the state and across the nation,” said Pena, who is based in Louisville.

Boone County Tea Party members, however, said the resolution was requested to show support for the rights of states to enact legislation without interference from the federal government...

Charleston suburb moves to ban illegal immigrants from town

SUMMERVILLE, SC (WCSC) - The Summerville Town Council Wednesday night approved the first reading of a controversial ordinance that would require landlords to verify a tenant's legal status before renting to them.

The town council voted 4-2 in support of the measure first proposed by council member Walter Bailey.

The measure, if it passes the Council, would affect nearly every landlord-tenant agreement in Summerville. Bailey's ordinance would make it illegal for landlords or property owners to rent to illegal immigrants. Violators of the ordinance would have to pay a $100 fine for each offense...

National Guard troops deploy to border Wednesday

— California National Guard troops will take up their posts along the U.S.-Mexico border today, becoming the first to hit the ground in response to President Barack Obama’s directive to reinforce Border Patrol agents overwhelmed by drug smugglers and illegal immigrants.

They will be part of the first wave of California troops who will be deployed as they complete training. All 224 committed by the governor will be on the ground by Sept. 1, officials say.

Gov. Arnold Schwarzenegger is expected to meet with some of the troops today and tour the border to mark official deployment.

In remarks prepared for the visit, Schwarzenegger will praise the troops and once again urge the president and Congress to set aside partisan differences to pass an immigration overhaul.

“These men and women will provide much-needed assistance to help secure our border, but it’s important to remember that this is only the beginning,” he says.

“We must find a permanent solution to our broken immigration system. We need the federal government to step up with even more manpower and funding and I will continue to push President Obama and Congress for action.”

He plans to laud not only the troops here — who volunteered for this duty — but the Guard in general.

“Our soldiers and airmen are true action heroes who respond to disasters at home and overseas,” according to his statement.

Brig. Gen. Mary Kight, who serves as adjutant general of the California National Guard, will join Schwarzenegger.

“The California National Guard is proud to be at the forefront of homeland security,” she says in remarks prepared for today. “Our soldiers and airmen bring a high level of civilian career expertise and military training to the mission that allows them to be a superb force multiplier to the Border Patrol.”

California’s troops will not be confined to the border. Some are likely to take up posts along routes used by smugglers of drugs and immigrants.

The troops will be armed, but are generally considered support personnel. They will call in U.S. Border Patrol agents when they spot suspicious activity...
